# 044 Qualified Vs Quality

Date 10.7.2013 Time: 12.20 PM. BMTC bus KA 57 F 948 stopped next to me at the KC General Hospital traffic signal in Malleswaram, Bangalore. More than 70 % of the passengers got down - a pretty normal scene in India. But what is objectionable is the behaviour of the driver.  Control for opening/closing of the door was with him but he merrily opened them. It is not that he is not trained to open the doors only at the designated places and not anywhere and everywhere it pleases him or passengers want to get down. BMTC also has got special squads called "Sarathy" with a security officer, another officer with a camera and an assistant to monitor such lapses. So where does the fault lie?

a. With passengers who are not "educated" enough (or don't care, even if they know) to enter and exit only at the Stops and not get down where ever the bus stops.
b. With the Drivers who don't care to follow the instructions/training given to them.
c. BMTC Sarathy or BMTC HR Management for not monitoring effectiveness of the training given to their staff/Drivers.
d. Unconcerned Public

Further this very same driver stopped in the middle of the road near the stop (not at the right at the bus stop) parallel to another BMTC bus blocking not only the other Bus but also the entire traffic.

A simple situation became a very complicated one as I started asking these questions. Solution seemed to be not easy. But on deeper analysis, to me, it looks like the main issue is our educational system which is able to produce qualified drivers (or for that matter any career professionals) but not quality drivers.
